Activate/Deactivate drips for all Drips

Adding a toggle at the top or bottom of the Drips page to be able to activate and deactivate all drips for the entire system. This could be nice for folks that are starting out and entering customers into the system as well as folks who are trying to trouble shoot communication and are freaking out about what might be going out next too customer.
